Currently, there is no release date available for MIUI 10 ROM, however, we can expect the launch in July or August followed by OTA around November 2018.

While MIUI 9 was based on Android 7.0/7.1 Nougat, the MIUI 10 will be based on Android 8.0 Oreo.
